Digital inequality can take many forms. Four forms studied here are access to Internet, use of different devices, extent of usage, and engagement in different Internet activities. However, it is not clear whether sociodemographic factors, or devices, are more influential in usage and activities. Results from an unfamiliar context show that there are significant sociodemographic influences on access, device, usage, and activities, and differences in activities by device type and usage. While sociodemographic differences are more influential, device type can increase likelihood of use for some “capital enhancing” activities, but only for a computer. Thus, although mobile Internet is available for those on the wrong side of the digital divide, these users do not engage in many activities, decreasing potential benefits.
The success of a democracy depends, in part, on public demand for democratic institutions. How does Internet use shape citizens' preferences for regime type? Combining individual public opinion data from Africa and Asia with country-level indices, we test a multilevel model examining the relationship between Internet penetration, individual Internet use, and citizen demand for democracy across 28 countries. We find that Internet use, but not national Internet penetration, is associated with greater citizen commitment to democratic governance. Furthermore, greater democratization and Internet penetration moderates the relationship between Internet use and demand for democracy.
The diffusion of digital media does not always have democratic consequences. This mixedmethods study examines how the government of Azerbaijan dissuaded Internet users from political activism. We examine how digital media were used for networked authoritarianism, a form of Internet control common in former Soviet states where manipulation over digitally mediated social networks is used more than outright censorship. Through a content analysis of 3 years of Azerbaijani media, a 2-year structural equation model of the relationship between Internet use and attitudes toward protest, and interviews with Azerbaijani online activists, we find that the government has successfully dissuaded frequent Internet users from supporting protest and average Internet users from using social media for political purposes.
In recent years, research on online impression management has received considerable scholarly attention, with an increasing focus on how the affordances of new media shape the impression management process. However, scant attention has been paid to how individuals perform their identity online in places where surveillance is the norm—and punishment for non-compliance to behavioral codes is severe. This qualitative study of Azerbaijan, an honor culture with a norm of surveillance and serious repercussions for deviating from behavioral codes, explores how young adults balance the tensions between wanting to connect, create, and interact in these spaces while still adhering to behavioral codes. Findings from interviews reveal a complex set of strategies young people employ to both adhere to and break free of the restrictions they experience in offline settings. In many ways, these strategies are similar to those identified in research on more open societies; however, the ramifications for behavioral violations are so severe that careful and controlled impression management becomes paramount for Azerbaijanis, and especially so for women, who face significantly more restrictions than men.
